S.F. 3354 adds a new subdivision to Minnesota Statutes, section 137.025 (regarding appropriations to the University of Minnesota) to create a process specific to appropriations from the environment and natural resources trust fund to be provided on a reimbursement basis. Under the current law, appropriations to the university are provided on a basis of 1/12 each month of the fiscal year.

Section 1 [Appropriations from Minnesota environment and natural resources trust fund]

Paragraph (a) prohibits the commissioner of management and budget from paying the University of Minnesota pursuant to a direct appropriation from the Minnesota environment and natural resources trust fund until the university requests reimbursement for expenditures related to the appropriation. Requires the commissioner to reimburse the university by the 25th day of the month following the reimbursement request.

Paragraph (b) requires the university to submit an encumbrance request to the commissioner by July 31 for the prior fiscal year for each year the appropriation is available, identifying the amount the university anticipates it will request for reimbursement for expenses in the prior fiscal year.

Paragraph (c) requires final requests for reimbursement to be made within 90 days from the last day the appropriation is available.
