Section 1 [Conflict-Free Minerals] prohibits an agency from knowingly procuring goods or services from someone who has failed to meet certain disclosure requirements under federal law relating to conflict minerals that originated in the Democratic Republic of the Congo or neighboring countries. Requires an agency to provide notice of this prohibition in any solicitation for goods or services.
