Section 1 appropriates $800,000 for grants to recovery community organizations in Rochester, Moorhead, and the Twin Cities to train, hire, and supervise peer specialists to work with underserved populations. 

Section 2 appropriates $175,000 for a grant to a recovery community organization to create and implement a public relations campaign to reduce the stigma associated with substance abuse.  Recovery community organizations located in Rochester, Moorhead, and the Twin Cities are eligible to receive the grant.
