S.F. No. 2583 amends the membership of the Dakota County Community Development Agency (“CDA”) and deletes obsolete language.

Section 1 deletes obsolete language.  If required by federal law, the CDA may include an eighth member that serves as an at-large commissioner.  This commissioner serves a three-year term. This commissioner may only take part in decisions related to federal public housing programs and Section 8 tenant-based rental assistance programs.

Section 2 provides that the term of the at-large commissioner appointed pursuant to section 1 may begin before the first Monday in January of 2017.  The term ends on the first Monday in January of 2020.  This section expires on January 15, 2020.

Section 3 repeals Minnesota Statutes, §383D.412, which authorized the CDA to apply for and receive state-funded money from the Minnesota investment fund under specified situations.

Section 4 requires local approval.
