Section 1, subdivision 1, establishes a competitive grant program to serve women and children from Asian and other emerging ethnic communities who are at risk of being homeless who have been victims of domestic violence, sexual assault, trafficking, or forced marriage. The Commissioner of Human Services is required to award grants to nonprofits that can provide linguistically and culturally appropriate services, and at least one grant must be to a program that serves an area outside the seven-county metro area. This subdivision specifies what the grant recipients must provide.
Subdivision 2 requires all grant recipients to collect and make available to the Commissioner of Housing Finance aggregate data to assist the agency in the evaluation of the program.
Section 2, paragraph (a) appropriates funds from the Minnesota housing trust fund to the Commissioner of Housing Finance for grants for the program under section 1.
Paragraph (b) appropriates funds to the Commissioner of Human Services for grants for supportive services to grantees under section 1.
