Section 1 (256B.7631) amends the medical assistance chapter of law to require that payment rates be increased by ten percent for chemical dependency services listed under section 254B.05, subdivision 5.

Section 2 requires the Commissioner of Human Services, in consultation with members of the Minnesota State Substance Abuse Strategy and representatives of counties, tribes, health plan companies and chemical dependency treatment providers, to develop performance measures to assess the outcomes of chemical dependency treatment services.  The commissioner shall report the performance measures by January 15, 2016.
