Section 1 [256C.07] establishes a new grant program to make awards to community benefit organizations or nonprofit organizations for the purposes of providing training and emotional support to older adults with vision loss so that they may live independently and not become isolated from their communities. Eligible organizations must have prior experience providing related services targeting older adults with vision loss. 

Section 2 (Appropriation) appropriates $350,000 in fiscal year 2016 and $450,000 in fiscal year 2017 to the Commissioner of Human Services for this grant program.
