Section 1 designates Trunk Highway 149 (Dodd Road), between I-494 and Smith Avenue in West St. Paul, as Officer Scott Patrick Memorial Highway. The commissioner of transportation, after consultation with interested groups, shall adopt a design and erect appropriate signs, after assurance of adequate funding from nonstate sources. The section is effective the day following final enactment.
