Section 1. General education revenue.  Makes conforming changes to the definition of general education revenue for a charter school.

Section 2. General education revenue. Includes teacher development and evaluation (TDE) revenue in the definition of general education revenue for fiscal year 2016 and later.

Section 3. Teacher development and evaluation revenue. Establishes a definition for TDE revenue.  Provides that, for a school site that does not have an alternative professional pay system agreement (“Q-comp”), TDE revenue equals $302 times the number of the full-time equivalent teacher employed on October 1 of the previous school year.  Except for charter schools, reserves revenue for the purposes of TDE activities consistent with section 122A.40 or 122A.41.

Section 4. General education funding. Makes conforming changes to the definition of revenue for the Crosswinds School.

Effective date. All sections are effective for revenue in fiscal year 2016 and later.
