Section 1 [Investigations] requires the Commissioner of Management and Budget to establish policies and procedures for an agency to follow to conduct an investigation of its own employees. This section sets certain requirements for the policies and procedures. This section applies to all executive branch agencies except Minnesota State Colleges and Universities (MnSCU). This section does not create authority for an agency to conduct an investigation that the agency would not otherwise be authorized to conduct.
Section 2 [Investigations] requires the Board of Trustees of MnSCU to establish policies and procedures for an agency to follow to conduct an investigation of its own employees. This section sets certain requirements for the policies and procedures. This section does not create authority for an agency to conduct an investigation that the agency would not otherwise be authorized to conduct.
