Section 1. Rigorous course taking information; AP, IB, and PSEO. Amends the Commissioner’s report on rigorous course taking to disaggregate the data by subgroup, school district, and postsecondary institution.  Directs the Commissioner to include the number of pupils enrolled in career and technical education courses offered as a concurrent enrollment course and the expenditures for those courses.

Section 2. Authorization; notification. Allows 9th and 10th grade student’s to participate in a college in the school’s course at the discretion of the school district and the postsecondary institution offering the course.

Section 3. Limit on participation. Eliminates the limit on student participation on PSEO if the school district determines that the student is not on track to graduate.

Section 4. Concurrent enrollment participant survey. (a) Requires a postsecondary institution that offers a concurrent enrollment course and is a member of the National Alliance of Concurrent Enrollment Partnerships (NACEP) to report the NACEP required survey results to the Commissioners of the Office of Higher Education and Education.  The Commissioners report the results to the legislature.

(b) Requires a postsecondary institution that offers a concurrent enrollment course, but is not a member of NACEP to conduct an annual survey of students who have successfully completed the course and who are one year out of high school.  The survey results must be reported to the Commissioners of the Office of Higher Education and Education.  The Commissioners report the results to the legislature. 

Section 5. Concurrent enrollment advisory board; membership; duties. (a) Directs a postsecondary institution offering a concurrent enrollment course to establish an advisory board to engage stakeholders in concurrent enrollment decisions.  Duties of the board include providing strategic advice on concurrent enrollment issues, reviewing proposals for course offerings, serving as a coordinating entity between secondary and postsecondary institutions; and increasing understanding and collaboration among partners, stakeholders, the legislature, and the public.

(b) The advisory board must have 16 members and a concurrent enrollment faculty coordinator serving as the chair.  Members serve three-year staggered terms. 

(c) The members serve without compensation.

(d) The board reports to the postsecondary institution as requested.

(e) The postsecondary institution provides the board with administrative services and meeting space.

(f) The board expires when the postsecondary institution no longer offers a concurrent enrollment course.

Section 6. Accreditation. Requires postsecondary institutions offering a concurrent enrollment course to implement the NACEP program standards by the 2020-2021 school year.

Section 7. Concurrent Enrollment Advisory Board First Appointments Staggered Terms. Directs the postsecondary institution to appoint the first members of the board by October 31, 2015.  The institution designates the terms of the members as follows: five members to serve a term of one year, five members to serve a term of two years; and six members to serve a term of three years.

Section 8. Office of Higher Education; appropriations. See fiscal tracking sheets.  Appropriates money to the Office of Higher Education.
