Section 1 creates historic preservation corps.

Subdivision 1 provides that the corps are a 501(c)(3) nonprofit corporation that will provide on-the-job training and workforce development skills related to the repair and maintenance of historic structures.

Subdivision 2 provides that employees are not eligible for unemployment benefits and are exempt from the prevailing wage requirements. The corps are governmental units for the purposes of joint powers agreements.

Subdivision 3 requires employing entities to certify that corps members will not displace current employees.  The positions and job duties of corps members must be submitted to the affected to exclusive representatives prior to the assignment.

Section 2 specifies that the prevailing wage requirements for state contracts do not apply to historic preservation corps.

Section 3 provides that historic preservation corps employees are not eligible for unemployment benefits.

Section 4 adds historic preservation corps to the definition of governmental unit for purposes of joint powers agreements.
