Section 1 prohibits the Secretary of State from spending public funds, using public resources, or using the inherent prestige of the office to promote or defeat a ballot question. The Secretary of State may spend public funds to provide impartial and balanced information on ballot questions that does not have the effect of promoting or defeating a ballot question.
Section 2 prohibits a public official from spending public funds or using public resources for promoting or defeating a ballot question. The prohibition applies only after final enactment of a legislative act that places a ballot question on the ballot.
