Section 1 prohibits a person from posting a noncommercial sign on any property without the consent of the owner or occupant of the property.

Section 2 requires an administrative law judge to hold a probable cause hearing on a complaint within three business days if a prima facie determination has been made, unless that is extended for good cause. Currently, the probable cause hearing must be held within three business days of receiving the complaint.

Section 3 requires the administrative law judge to make a determination within three business days after the hearing record for the probable cause hearing closes.

Section 4 adds a cross reference to another statute that requires an evidentiary hearing. This section specifies that the ten days in which to hold a hearing starts when the complaint is assigned to the panel of three administrative law judges.
