Article 1, section 1 directs the Commissioner of Public Safety to disclose driver’s license/state identification card application data, defined as “personal information” in federal law, to the Commissioner of Employment and Economic Development to be used in conducting labor market demographic analysis.  The cited federal law defines personal information to include photograph, Social Security number, driver identification number, name, address, telephone number, and medical or disability information, but not information on vehicle accidents, driving violations, and driver’s status.


Article 2, section 1 allows the Commissioner of DEED to engage in solicitations and proposals for programs and projects to promote state tourism, trade, and economic development.

Article 3, section 1 allows data gathered from any person in the administration of the state unemployment insurance law to be disseminated, without the consent of the subject of the data, to the Department of Management and Budget for purposes of preparing revenue and expenditure forecasts.
