Section 1 (256B.0615, subdivision 6) modifies the mental health certified peer specialist medical assistance benefit by adding a subdivision requiring the commissioner to collaborate with the Minnesota State Colleges and Universities system to identify coursework to fulfill the peer specialist training requirements. This section also requires the commissioner to provide outreach to mental health providers as to how peer specialists can be utilized and other information.

Section 2 (256B.0625,subd. 64) amends the medical assistance statute to include clubhouse program model services, which are services for persons with serious mental illness that are community-based in a psychosocial rehabilitation setting and include skill building, mental health management, and community supports.

Section 3 appropriates funds for intensive community rehabilitation services.

Section 4 appropriates funds to expand the text message suicide prevention program.

Section 5 appropriates funds for intensive treatment and supports for adolescents and young adults 26 years of age or younger, and for outreach and training on early psychosis symptoms, screening tools, and best practices.

Section 6 appropriates funds for housing options for persons with serious mental illness.
