SF No. 902 modifies the State Quality Assurance, Quality Improvement, and Licensing System for Minnesotans receiving disability services.

Section 1 (256B.097, subd. 3) corrects cross-references in current statute and sets the deadline for the State Quality Council to design a transition plan for certain licensed providers into an alternative licensing system.

Section 2 (256B.097, subd. 4) requires the commissioner to establish by July 1, 2015, one regional quality council in the Twin Cities metropolitan area and one in greater Minnesota.  The commissioner must also continue the operation of the Quality Assurance Commission as a regional council.  By July 1, 2016, the commissioner must establish three additional regional quality councils. Requires the commissioner to set certain parameters for the structure and operation of the regional quality councils.

Section 3 (Appropriation) appropriates $4,293,000 to the Commissioner of Human Services for quality assurance initiatives: $762,000 to the State Quality Council; $2,831,000 to the regional quality councils; and $700,000 for a statutorily required annual survey of recipients of disability services.
