S.F. No. 1108 - Requiring Proof of Insurance Prior to Registration of a Motor Vehicle or Motorcycle

Author: Senator Susan Kent

Prepared By: Krista Boyd, Senate Fiscal Analyst (651/296-7681)

Date: March 4, 2015

Section 1 requires an owner to demonstrate proof of insurance coverage when applying for registration, reregistration, or transfer of ownership of a motor vehicle or motorcycle.  Under current law, the owner is only required to “attest” that the vehicle is covered by an insurance policy, and no documentation is required.  Under this section, proof of insurance for the vehicle or motorcycle is demonstrated when the owner provides the insurance company name, policy number, and policy expiration date.

This bill is effective January 1, 2016, and applies to registrations, reregistrations, and transfers of ownership occurring on or after that date.
