Section 1 delays for 30 days when certain incident data contained in a traffic accident report becomes public government data.

Section 2 allows the commissioner of commerce to impose an administrative penalty for insurance fraud in an amount not to exceed $25,000 per violation.

Section 3 prohibits a person convicted of insurance fraud from enforcing a contract for services eligible for no-fault medical benefits.

Section 4 adds categories of persons entitled to traffic accident reports including representatives of insurers and insurance agents, victim services programs, radio and television stations, and newspapers.
