The bill provides updated cross-references and other necessary changes to Minnesota Statutes resulting from the repeal of outdated and redundant statutes in Laws 2014, chapter 212 (Public Safety “un-session” bill) as mandated by Article 5 of the chapter.
Section 1 removes references to sections that were repealed relating to “radio receiving sets.”
Section 2 removes references to sections that were repealed relating to “radio receiving sets” and updates a reference from “broadcasting station” to “public safety answering point.”
Sections 3 and 4 remove a reference to a repealed section and replaces it with existing authority related to the secure network operated by the Bureau of Criminal Apprehension.
Section 5 is in response to the repeal of section 299C.04, which dealt with civil service law issues. In past years, employees in the Forensic Laboratory were covered under the State Patrol retirement plan. There are some retired Forensic Laboratory employees that draw their retirement from that plan and this modification to the State Patrol retirement language continues that coverage. At some point, Forensic Laboratory employees were transferred to the Minnesota State Retirement System plan and all current employees are covered by it.
Sections 6, 7, and 8 remove references to sections that were repealed relating to a prohibition on an employer retaliating against a crime victim.
Section 9 repeals language requiring telegraph and telephone companies to give priority to messages or calls directed to broadcasting stations.
