Senate File 673 provides for the withdrawal of land from the Sustainable Forest Incentives Act (SFIA) when the state acquires a permanent conservation easement on the land that is at least as restrictive as the SFIA.  Since May 30, 2013, the definition of “forest land” under the SFIA specifically excludes land subject to a new conservation easement.  Any conservation easement signed after that date on land subject to the SFIA would make the land ineligible for the SFIA.  The bill would allow removal of lands from SFIA, without penalty, when they have become subject to a state permanent conservation easement that is at least as restrictive as the SFIA.  The lands would be treated similar to lands in the SFIA that are acquired in fee title by the state, a local government, or entity with the power of eminent domain.
