S.F. No 421 allows any city with an ordinance providing for garbage collection to impose assessments for unpaid garbage collection charges. The bill specifies that charter cities may impose these assessments. This bill does not require any city to adopt an ordinance related to garbage collection. The bill has an immediate effective date.
