The bill provides that any act prohibited by statute for which no penalty is imposed is a petty misdemeanor (maximum penalty $300 fine). 

Current law provides that such acts are misdemeanors (maximum penalty of up to 90 days incarceration and/or a $1,000 fine), unless they are prohibited by a statute enacted or amended after September 1, 2014, in which case they are petty misdemeanors.  This bill broadens the petty misdemeanor default to include all statutorily prohibited acts for which no penalty is imposed.

The bill is effective August 1, 2015, and applies to acts committed on or after that date.
