S.F. No. 46 expands the authority to use mail balloting.  Under the bill, a town of any size anywhere in the state or a city with fewer than 1,000 voters that is not located in the metropolitan area may conduct elections by mail balloting in state, county, or municipal elections.  Under current law, towns in the metropolitan area cannot use mail balloting; the threshold for cities using mail balloting is fewer than 400 voters.
