S.F. No. 2782 requires local governments to post financial reports of candidates for local government offices on the local government’s Web site.  Campaign contribution limits for local government offices are increased. 

Section 1 applies to financial reports filed by candidates who seek nomination or election to a county, municipal, school district, or other political subdivision office.  These reports are filed with the filing officer of the local government; the filing officer is the officer authorized to accept affidavits of candidacy or nominating petition.  The filing officer must post the reports on the local government’s Web site, if the local government maintains a Web site.  The reports must be posted as soon as possible, but not later than 30 days after the report is received.  The reports must be available online for one year after they are posted.  The filing officer must provide the link of the Web site where the reports are posted to the Campaign Finance and Public Disclosure Board (Board).  The Board must publish all of the links received from local governments on the Board’s Web site.  This section is effective the day following final enactment and applies to reports filed on or after that date.

Section 2 increases contribution limits for candidates who seek nomination or election to a county, municipal, school district, or other political subdivision office.  The limit is $600 in an election year, up from $300, and $250 in other years, up from $100.  For candidates for an office whose territory has a population of over 100,000, the limits are $1,000 in an election year, up from $500, and $250 in other years, up from $100.  This section is effective the day following final enactment and applies to elections held on or after that day.
