Section 1 deletes the requirement that the Commissioner of Public Safety consult with various law enforcement groups before awarding Community-Oriented Policing (COPS) grants under Minnesota Statutes, section 299A.62.  This program was created in 1996, but has not been funded since fiscal year 2009.

Sections 2 – 5 relate to the Advisory Council on Battered Women and Domestic Abuse, which no longer exists.

Section 2 deletes an obsolete reference to the council’s role in developing grant applications.

Section 3 deletes an obsolete reference to the council’s role in awarding grants.

Section 4 deletes obsolete references to the appointment and duties of the council, but not the program director, who is the executive director of the Office of Justice Programs.

Section 5 deletes an obsolete reference to the council’s role in developing a model policy for arrest procedures in a domestic abuse case.

Section 6 clarifies that the following groups did not expire June 30, 2009, and that public funds spent on their behalf since then are valid:

  • the Automobile Theft Advisory Board, section 65B.84, subdivision 4; and,
  • the Fire Service Advisory Committee, section 299F.012, subdivision 2.

This section is effective the day following final enactment and applies retroactively to June 30, 2009.

Section 7 repeals the following Minnesota Statutes, 2012.

  • Section 299A.63.  Weed and Seed Program.  This program was created in 1996 and is no longer active.
  • Section 299C.156.  Forensic Laboratory Advisory Board.  The Board is inactive.
  • Section 299M.02.  Fire Service Protection Council.  The Council is inactive.
  • Section 611A.34.  Advisory Council on Battered Women.  No longer exists. Duties assumed by the Office of Justice Programs.
