S.F. No. 2614 - MnDOT Policy Modifications

Author: Senator D. Scott Dibble

Prepared By: Krista Boyd, Senate Fiscal Analyst (651/296-7681)

Date: March 17, 2014

Section 1 removes the requirement that a highway construction project on a connector highway in an adjoining state shall not exceed one mile in length.

Section 2 removes the requirement that a highway construction project to be done by the authorities of an adjoining state on a connector highway in Minnesota shall not exceed one mile in length.

Section 3 broadens the conditions under which the Department of Transportation may allow a one-week advertisement for bids on road repair and restoration projects.  In addition to current language allowing for the one-week period for projects related to spring breakup damage, this section adds projects related to:

  • the freeze-thaw cycle;
  • floods;
  • other sudden natural phenomenon or man-made disasters; or
  • prevention of damage from floods or other natural phenomenon.

This section also removes the requirement that these advertisements be mailed to interested contractors.

Section 4 states that the state is no longer responsible for bond payments on bonds issued by a city if the city’s population falls below 5,000 and the city is therefore no longer eligible for municipal state-aid funding.  In this event, the city shall assume responsibility for remaining bond payments.
