This bill directs certain licensing boards to establish procedures to expedite licenses and to issue temporary licenses to qualified active duty military members, the spouses of active duty military members, and veterans who have left service in the prior two years with honorable or general discharge status.  To qualify for a temporary license, an individual must have a current, valid license, certificate, or permit in another state without history of disciplinary action and must pass a background check. Licensing boards are authorized to adopt rules.
