Section 1 [Acquisition of Real Property]  limits the amount that a state agency can pay to acquire real property to no more than ten percent above an appraised value, as determined by an appraiser who meets certain criteria and makes an oath.  This section requires that the sum of the amounts paid over appraised value must not be more than the sum of the amounts paid under appraised value.  This section applies to the Board of Trustees of MNSCU, as well as other state agencies.
