Section 1, paragraph (a), authorizes, notwithstanding statutes that deal with disposition of surplus property, the Commissioner of Transportation, after completion of the statutory special claims process and litigation related to the I-35W bridge collapse, to declare all salvaged bridge material as surplus and distribute pieces of remnant steel, free of charge, to the Minnesota Historical Society, survivors, and other identified recipients. 

Paragraph (b) directs the commissioner to determine the size of steel pieces to distribute and to complete the distribution within an unspecified number of months after the effective date of this paragraph.  Any steel remaining after the distribution must be disposed of as surplus, melted and recycled.  Proceeds of this process are deposited in the general fund.

Paragraph (c) immunizes the state from liability associated with the condition of the steel, including the presence of lead-based paint.

This section is effective the day following final enactment.
