Section 1 expands the current exception in the permit to carry law to include certain retired peace officers. Under this bill, a former peace officer: (1) who has had training in the safe use of a pistol within the past five years; and (2) who retired or separated from service in good standing, other than for reason of mental illness or chemical dependency, after having been regularly employed for the last 15 years (or less if injured); would not need a permit to carry a pistol in public.

Requires law enforcement agencies to issue a photo ID to a retired officer described above and authorizes a reasonable processing fee to be charged.
