Section 1 adds a new provision to the firearms chapter of law, making it a felony (statutory maximum of 5 years imprisonment and/or a $5,000 fine) for any person to enforce, or attempt to enforce within Minnesota any new federal firearms law. Provides that a new federal firearms law is not enforceable within Minnesota if it is designed or attempts: (1) to ban or restrict any personal firearm, firearm magazine, other firearm accessory, or firearm ammunition; or (2) to require any personal firearm, firearm magazine, other firearm accessory, or firearm ammunition, or the owner of any of those items to register or be licensed, listed, or enrolled in any direct or indirect manner by or with any federal, state, or local governmental department, agency, bureau, or official. Defines "new federal firearms law".
