This bill amends a special law that allows the Minneapolis Park and Recreation Board (“Board”) and the Minneapolis City Council (“City”) to jointly require public land dedication or dedication fees.  The Board and City may impose the dedication or dedication fee in conjunction with a construction permit.  The cash fee may be set at a flat rate per new residential unit.  The bill also removes the reference to general law regarding subdivision regulation.

The bill requires local approval and is effective on August 1, 2013. The provisions of the bill apply to previously enacted park dedication fee ordinances of the City and Board on that date.
