Sections 1 to 3 have the effect of requiring a person to be licensed as an insurance agent to act as a "navigator" as defined in the federal Affordable Care Act. A navigator only facilitating enrollment in state subsidized programs administered by the department of human services is exempt from this requirement.

Section 4 makes the act effective the day following final enactment.
