The bill concerns state rail bank property, which consists of abandoned rail lines acquired by the Minnesota Department of Transportation (MnDOT).  The bill would:

  • expand the list of restricted activities on state rail bank property, such as prohibiting plowing and placing permanent structures;
  • allow for placement of fencing and signs if authorized by MnDOT; and
  • makes second or subsequent violations of the statute a misdemeanor rather than a petty misdemeanor.
