Section 1 [Creation and Validity of Grant Agreements] adds a requirement that state grant agreements include an effective date that references either:

  • Section 16C.05, subdivision 2, that sets certain requirements for creation and validity of state contracts for procurement, including limits on terms of contracts; or
  • Section 16B.98, subdivisions 5 and 7, that set certain requirements for creation and validity of state contracts for grants, including terms of grant agreements, and timing of payments for grants.

Section 2 [Grant Payments] allows certification of encumbrances for grants to last one year beyond the year of the original appropriation for the grant.

Section 3 [Film Production Jobs Program] moves responsibilities for the film production jobs program in from Explore Minnesota Tourism to the Commissioner of Administration.
