Minnesota law prohibits the sale and possession of silencers by civilians, the only exception being for certain police and wildlife management purposes.

The bill would create another exception to the Minnesota prohibition.  It would allow federally licensed firearms importers, manufacturers, and dealers to possess silencers for the purpose selling or otherwise transferring the devices to the chief executive officer of any state or local governmental unit, or to the officer’s designee, for the purpose of tactical emergency response or wildlife management operations.  This section is effective the day following final enactment.
