Section 1 provides that a motor vehicle may park free of charge in a visitor metered parking space on Capitol grounds if the vehicle bears one of the following types of special plates:  National Guard, Ready Reserve, Veterans, Medal of Honor, former prisoner of war, Gold Star, and Proud To Be a Veteran.
