S.F. No. 2296 (First Engrossment) removes the requirement that the certificate on the back of a return envelope of an absentee ballot be dated. Currently, if the date is missing, the absentee ballot is rejected for failure to conform to the requirements of the law.  The bill is effective June 29, 2012.
