Section 1 [Noncompetitive Appointment of Certain Disabled Veterans] permits an appointing authority to appoint a disabled veteran, on a noncompetitive basis, to fill a vacancy in a position in classified service, without interviewing any other person, if the veteran meets the minimum qualifications for the position, meets certain criteria regarding extent of disability, and provides written documentation certifying disability.
