Current Minnesota law authorizes the Governor, as the Commander-in-Chief of the Minnesota National Guard, to award certain state medals and awards to officers and enlisted personnel who served during periods of war or other declared emergencies, provided that they do not overlap with federal service medals.

Section 1 [Service Medals] authorizes the Commander-in-Chief to also issue suitable marks of distinction to nonmembers of the military forces of the state for distinguished service or support to the military forces of the state.
