Section 1 [Reorganization Services Under Master Contract]  requires the Commissioner of Administration to make available by September 1, 2012, a list of eligible contractors that can assist agencies to reorganize in specified ways.  The commissioner is required to report to the Legislature by January 15, 2013, and January 15, 2014, on agency use of eligible contractors and on improvements in efficiency and effectiveness of state services as a result of the services provided by contractors.
