Section 1 [Generally] makes an agency-promulated rule effective after (1) it has been subjected to all certain rulemaking requirements; (2) notice of adoption of the rule is published in the State Register; and (3) it is approved by a law enacted after publication of the notice of adoption.  Section 1 applies to rules that are adopted following a public hearing initiated by the agency. 

Section 2 [Publication of Adopted Rule; Effective Date] makes an agency-promulgated rule effective after publication of the notice of adoption in the State Register and after legislative approval. Section 2 applies to rules that are adopted without a public hearing that is initiated by the agency. 

Section 3 [Adoption] makes an agency-promulgated rule effective if it is approved by a law enacted after publication of the notice of adoption.  This section applies to rules adopted according to an expedited rulemaking process in current law.

Section 4 [Effective Date; Application] sets the effective date for this act on the day follwoing final enactment and applies to rules for which notice of adoption is published on or after enactment.
