Section 1 [Construction code fund] allows for continued state electrical inspections whether or not the biennial appropriation law for the Department of Labor and Industry has been enacted by appropriating money from the construction code fund for that purpose.  Appropriates money from the general fund to the Commissioner of Management and Budget (MMB) for central functions needed in relation to performing electrical inspections.  Allows the Commissioner of MMB to transfer a portion of the appropriation to other agencies.  Provides that any subsequent appropriation to MMB supersedes this funding authorization.
