Section 1 [Prevailing hours of labor] modifies the definition of “prevailing hours of labor” applicable to highway and heavy construction projects.  Provides that the prevailing hours of labor for highway and heavy construction projects may not be more than ten hours per day or more than 40 hours per week. 

[Effective date] provides an effective date of the day following final enactment.
