Section 1 establishes definitions for purposes of the bill.
Section 2, subdivision 1, requires a ticket issuer or its authorized agent to provide advance notice of its ticket policies for events open to the public for an admission fee and and held in a venue accommodating more than 1,000 persons. The notice must include specified information.
Subdivision 2 requires the ticket issuer or its authorized agent to mark a public sale ticket with specified information.
Subdivision 3 prohibits a ticket issuer to knowingly make material, false, or misleading statements in connection with the public notice.
Section 3, subdivision 1, prohibits a ticket issuer from restricting resale or the offering for resale of an event ticket by a lawful possessor.
Subdivision 2 prohibits ticket issuers from engaging in specified acts that condition or restrict the ability to resell event tickets.
Section 4, subdivision 1, makes it unlawful to engage in the primary or secondary market for event ticket sales as a trade or business without complying with the consumer protection minimum standards set forth in this bill.
Subdivision 2 designates persons subject to the requirement to establish consumer protection minimum standards.
Subdivision 3 establishes consumer protection minimum standards.
Section 5 provides that the Attorney General enforces this bill under Minnesota Statutes, section 8.31.
Section 6 repeals an existing criminal statute relating to event tickets.
Section 7 provides for an immediate effective date.
