Section 1 [Permit management and coordination] provides that permits involving more than one state or federal agency be managed and coordinated by the state agency with primary jurisdiction in permitting the project.  Requires that the Bureau of Business Licenses determines the responsible agency for permit management and coordination when there is no state agency or responsible governmental unit with primary jurisdiction. 

Requires the responsible agency to:

  • develop a timeline for all permits and coordinate the permits among agencies;
  • provide the project proposer the timeline for all permits;
  • serve as the contact person for the project proposer; and
  • make permit applications and supporting documents available electronically in a centralized location for agencies involved in permitting a project.
