Sections 1 to 10 make changes to apprenticeship training provisions in compliance with federal requirements.

Section 11 [Licensing not requiring examination administered by the commissioner] deletes redundant language relating to issuance of licenses.

Section 12 [License fees and license renewal fees] clarifies license fee calculation to conform with new fee structure enacted in 2010 and 2011.

Section 13 [Agricultural building] clarifies the definition of agricultural building by providing that a determination of agricultural land is made by a municipal or county assessor under the governing property tax law.

Section 14 [Exemptions from licensing] and Section 15 [Application, examination and license fees] updates reference from “plumber’s apprentice” to “unlicensed individual.”

Section 16 [Repealer] repeals obsolete rules relating to the State Building Code.
