This bill adds to the definition of “retail sale” payments on rent-to-own or lease-to-own used vehicles that may be returned at any time without penalty.  Under this bill, sales tax is levied on each payment and is due at the time of each periodic payment, instead of at the time of initial lease on the full value of the lease.
