Section 1 requires MnDOT to include a special provision relating to concrete slurry in any highway contract that includes concrete diamond grinding or sawing.  The provision must require removal of slurry by vacuum, specify appropriate deposit locations, prohibit allowing slurry to flow across traffic lanes or into closed drainage, and establish for slurry placement minimum distances from bodies of water.
